This PR refactors the core syntax highlighting mechanism to strictly use token-based generation, removing the reliance on intermediate HTML strings.
It also brings project dependencies up to date.

In the previous PR #20330, I mistakenly placed the API link for requesting PR information in the link for the RSS item. This PR fixes that error. Additionally, I found that in the original code, when the username or repository contains "commits," it would be incorrectly replaced with "commit" in the push event. This PR also addresses that issue.
Telegram allows commands to include the bot username (e.g., /command@BotName) when used in group chats or when addressing a specific bot. Without stripping the @botName suffix, a valid command could fail to match the registered command handler, leading to unexpected default behavior. This commit fixes that.
